Job Description Program Officer

JOB SUMMARY
The program officer will provide pro-
gram-related assistance and support on
the continued work for the Mechanics-
ville Community Learning collaborative
(MCLC) to monitor and administer the
Annenberg Foundation grant, sub-grants,
and contracts. The position will assist in
all aspects of the planning and imple-
mentation of strategies to support the
goals and objectives of MCLC and its
replication in additional neighborhoods.
Reports to the director of the Atlanta of-
fice.
KEY RESPONSIBILITIES
Implements existing programs with
modification or adaptation to fit local
circumstances
Identifies and suggests program ideas
for consideration and development us-
ing analysis and creativity
Work collaboratively with Director and
Deputy Director to develop and imple-
ment systems to monitor the invest-
ment process, including production of
grant agreements and contracts for ser-
vices, receipt of reports, sub-recipient
responses to audit requests and invest-
ment closeout
Prepare grant proposals for continued
funding of program components.
Assist in drafting procurement docu-
ments for selection of service providers
for ISP priorities
Work with Director and Deputy Direc-
tor to monitor performance and evalu-
ate outcomes of projects and strategic
initiatives
Share and publicize information about
the availability, use, and expenditure of
the MCLC funding
Assist in providing technical assistance
to sub-recipients on required reporting
and compliance processes
Create and maintain office files and
records and assist with database man-
agement
Assist in the preparation of program
related documents and reports
Actively participates in team-oriented
activities, builds relationships; solves
problems, adapts to changing situations
Provides a high degree of customer
service and quick, courteous response
to requests for assistance and informa-
tion from internal and external cus-
tomers
QUALIFICATIONS
Undergraduate degree in education, so-
cial work or related field; advanced de-
gree preferred
Two (2) years of experience in educa-
tion administration. Graduate degree
with demonstrated technical expertise
may substitute for experience
Experience managing programs or pro-
jects with responsibilities for overseeing
budgets and expenditures
Demonstrated ability to prioritize and
manage multiple projects and assign-
ments and meet tight deadlines
Excellent organizational, detail, project
and financial management skills
Excellent skills with standard office
software including database manage-
ment applications
Strong presentation, negotiation and
interpersonal skills
Demonstrates strong judgment and abil-
ity to identify and analyze typical work
situations and develop solutions
Operates independently under minimal
supervision; successfully handles new
situations and environments
Strong oral and written communication
skills; good writing, editing and proof-
ing skills
Strong collaboration skills
