Job Description
International Fund for Animal Welfare Grants Manager - HQ Position Title: Grants Manager Reports To: WHP Director Location of Job: HQ Purpose Provides the systems and structure for accountability and efficient utilization of funds granted to outside organizations. Manages IFAW’s grantmaking program by developing, refining, implementing and monitoring policies and procedures on an ongoing basis and through effective communication with managers, other IFAW staff and outside organizations. Ensures that accurate records are maintained consistently for all grants worldwide. Accountabilities/Responsibilities * Review proposals received for feasibility, cost-effectiveness, and comprehensiveness in coordination with IFAW program staff; research and assess previous experience and current capacity of proposed grantees, as applicable; evaluate potential grant recipients in specific regions of the world; advise on programmatic focus; and solicit and make recommendations on awards and terms. Provide guidance in the determination of what and when IFAW should grant to others by clarifying the roles of grants, contracts and direct managed campaigns. * Research the operating environment in each country and region where IFAW makes grants for current grantees and potential grant applicants. In collaboration with field and program staff, determine appropriate terms of agreement of each grant award based on the operating environment. * Manage selection and award process by coordinating receipt and review of proposals, and grant approval meetings; issuing formal award letters; and authorizing distribution of funds to selected grantees. * Make and solicit recommendations from and to program staff for monitoring and oversight of each grant awarded through headquarters and whether or not it will require a formal mid-term, final or later evaluation, in addition to normal monitoring and reporting. Based on these recommendations, develop or solicit a monitoring and evaluation plan for each grant in cooperation with program directors; record the plan in the grant project file; and promote and track its implementation. Development: * Modify the grant award process, as needed, in cooperation with management and using input from field and program staff to increase efficiency and effectiveness, while keeping the minimum level of “bureaucracy” necessary to ensure accountability of donor funds. Revise and/or develop SOPs accordingly. * Write and disseminate guidance on various aspects of the grantmaking process – e.g., “the difference between a grant and a contract” or “proposal review criteria,” to assist program and field staff in developing or identifying grant projects and reviewing grant applications. * In connection with wildlife conservation, environment and other related areas, research and make contact with other grantmaking entities, including private foundations, grantmaking associations and other resource centers, to enhance IFAW’s grantmaking program by building knowledge of current grantmaking trends and techniques, and by sharing information, as appropriate, that will increase IFAW’s networking possibilities and help to avoid duplications of effort. Requirements * Bachelor’s degree; master’s degree in a management field preferred. * Minimum of Five years’ managerial experience in international non-profit organizations; or equivalent experience in international organizations and familiarity with the non-profit environment. Prefer experience with a grantmaking program. Experience conducting research, performing data collection and analysis, and program and project evaluation helpful. * Knowledge of organizational development and accountability structures. * Strong analytical and critical-thinking abilities; effective verbal and written communication skills; good problem-solving skills; ability to educate and motivate staff. * Good cross-cultural skills; some international living experience preferred. Fluency in or knowledge of a second language preferred. * Ability to represent the organization internally and externally to a wide variety of individuals and groups. * PC literate, Microsoft Office, able to use and maintain a database. * Knowledge or awareness of animal welfare issues and commitment to IFAW’s mission.
